Immigration Department and its refusal to recognise as
full British Bubjects persons of Chinese origin have
farmed the subject of much correspondence from thi
Consulate for the past twelve years.
B. I have secordingly protested to the Governor of
Cochinchina against this preferential treatment accorded
to French Nationals.

At the interview when 1 handed in my written protest,
the Governor informed me that he agreed with me that the
preferential charge was barely fair and that he had never
noticed the difference in treatment when he signed the
arrêté.
The Governor promised me that he would look into
matter and said that be bigself em no reason why the
clause should not be altered and hinted that he believed
that the idea had been to tax the Chinese firms heavier
than the French He added that the arrêté had been drafted

by his own subordinates together with the help of the
Fresident of the Chamber of Commerce and he had placed his
signature to it on the assurance that it followed precedent
and involved no controversial points. It may not be
without interest to note here that the new Fresident of the
Chamber of Commerce is notoriously anti-foreign and openly
states that no foreigner should be allowed in the Colony.
7. The following of my colleagues have either already
protested or have informed me of their intention to do so
at an early date, United States, Holland, Sweden,
Switzerland, Norway, Demark, Sian, Italy and Belgium.
My Japanese colleague is away but returne at the end of the
Neanwhile the clerk left in charge is unwilling to
take any action.
